Accra Agenda for Action Calls on Donors to Invest in Aid Management Systems
The agreement that came out of the high-level forum in Accra calls for investment in aid management systems. Recognizing that country ownership is critical to effective aid, the accord calls upon donors to invest in strengthening the information systems of developing countries, including those for aid management. Aid management systems can address all five principles of the Paris Declaration: ownership, alignment, harmonization, results, and mutual accountability. The aid effectiveness team is working on linking its aid management system with financial budget systems to give countries a complete picture of their international assistance.

International Aid Transparency Initiative Launches in Accra
In support of the Accra Agenda for Action, 14 public and private donors committed to increasing transparency. The Accra accord states, “Donors will publicly disclose regular, detailed and timely information on volume, allocation and, when available, results of development expenditure…” At the launch of the transparency initiative in Accra, participants from developed countries were joined by heads of multilateral and bilateral funding institutions and representatives of foundations in agreement to make information on development more accessible. They promised to establish a common format for the publication of information on aid by 2010. The aid effectiveness team created the international development markup language to assist in the sharing of information on development activities.

Aid Effectiveness Team Presents AMP at Accra High-Level Forum
After completing implementations in eight countries, the Development Gateway and its partners presented the aid management platform at the third high level forum on Aid Effectiveness, held in Accra, Ghana, from September 2–4. The forum convened hundreds of government officials from around the world to discuss improving the way foreign aid is delivered. In the “Marketplace of Ideas,” the Development Gateway highlighted AMP as a solution that reinforces country ownership of aid management. Recently, Development Gateway teamed up with ODAdata, leveraging the expertise of both organizations, based on field operations in more than 12 countries. This new partnership expands and improves the services and technologies that support aid effectiveness.

AiDA Has a New Look, Adds Another Source
The new design of AiDA helps give visitors a full picture of development activities as information is now grouped by country, sector, and donor. The site is visually more appealing, easier to use, automatically updated, and enables the visitor to save search results. The Institut Européen de Coopération et de Développement, a French nonprofit organization for international solidarity, requested to be part of the database. Its main donors are the European Commission and the French Ministry of Foreign Affairs. A steering committee guides the development of AiDA and is comprised of representatives from the World Bank, United Nations Development Program, and the Organization for Economic Cooperation and Development. AiDA has information on more than 600,000 activities from traditional and non-traditional donors.

Procurement Site Provides Access to $870 Billion in Tenders
dgMarket is one of the largest public procurement systems in the world. Globally, it comprises 20 locally branded sites that publish government tenders in 23 languages from more than 45 countries. dgMarket lists over 50,000 open tenders on any day covering some $870 billion in government contracts per year. It serves over 1 million users every month. Online procurement increases transparency and helps government’s lower costs through competitive bidding.

Francis Dogo Explains How AMP Increases Aid Transparency
In an interview with Voice of America during the high level forum in Accra, Francis Dogo, Senior Director, Country Operations, explained how the Aid Management Platform helps governments and donors to increase transparency in aid flows and how the approach used by the Development Gateway supports the Paris Declaration on Aid Effectiveness.

Photo Contest Winner to be Announced on October 31
The winner of the second annual Development Gateway photo contest will be announced on October 31. Hundreds of people from around the world submitted photos illustrating socio-economic development. Voting was open for two weeks as visitors to the Web site selected their favorite image among the top ten photos. The winner will receive $1,000.

Asia Pacific Country Gateways Plan a Regional Forum
Vietnam Development Gateway will organize the Asia Pacific Country Gateway’s forum in Hanoi from December 1–5. This forum follows on from similar events held in Africa and Latin America in 2006 and 2007. The purpose of these forums is to bring together country gateway teams and Development Gateway staff as well as local and regional partners in order to share ideas and lessons learned. This knowledge sharing helps to build the collective capacity of the network, identify new opportunities, and facilitate increased communication and collaboration.
