As a founding member of Development Gateway Foundation, the government of India established the Development Gateway Foundation Research & Training Centre at the premises of the Centre for Development of Advanced Computing (C-DAC) in Bangalore. Additional work is being carried out at IIT Mumbai. C-DAC is a nonprofit scientific institution affiliated with India’s ministry of communications. It operates as a center of excellence for research and development in software technology and related areas of computer science.

Technical activities

The Development Gateway Foundation Research & Training Centre has been working on twelve applied research projects, identified below. Most of them are for local application. C-DAC also played an important role in the technical development of Development Gateway Foundation’s Aid Management Platform, a Web-based information system to help developing countries plan, track and report on development aid programs.

• Localized knowledge management (KM) solution for the healthcare sector.
• Small and medium applications for rural technicalization (SMART).
• Multilingual virtual classroom facility and multilingual communication system.
• Community-based content delivery network (CCDN).
• Office applications suite in Indian languages across platforms (Bharateeya).
• Text-to-speech and automatic speech recognition in Indian languages (Matrubhasha).
• Localization of Development Gateway Foundation applications/products and setting up of the Centre’s ICT portal.
• Cross lingual information retrieval (CLIR).
• Aid Management Platform (AMP) development

Projects initiated at C-DAC

• Intelligent crawling, searching, browsing, and indexing of multilingual data on the Internet.
• Techniques to handle data from highly disparate and heterogeneous (legacy) data sources.
• Tailoring extraction/dissemination/cashing/proxy techniques that explicitly account for infrastructural (e.g. client limitations and network bandwidth/connectivity) limitations.
• The development of a database management system infrastructure for Simputers.
